Operations Manager

This position reports directly to the Director of Works & Services. The primary responsibility of this position is to direct field staff and contractors and communicate with government agencies.   The primary objective of this position is the management of the maintenance and minor capital improvements of RDKS owned infrastructure including utilities (water/sewer/leachate), buildings, and fleet, ensuring that all necessary steps are completed to provide essential services to the community and stakeholders.  The Operations Manager is also responsible for providing feedback/responses to stakeholders and governing agencies including general enquiries and annual reporting.

This position has a high degree of flexibility/freedom to work without direct supervision and is 75% office based. The Works & Services Foreman reports directly to the Operations Manager on a daily basis regarding system status, materials and equipment ordering, system troubleshooting, evaluation of essential services, and status of 6 – 10 additional employees. You are responsible for reports to the Board, ensuring budget limits aren’t surpassed, supporting review of service area requisition rates and approving relevant invoices.

What Skills, Competencies and Experience Does the Operations Manager Possess?

Ideally you have a Diploma of Technology in a relevant discipline (e.g. civil, environmental, building, construction) and you have five years of progressive experience in a supervisory role preferably directly in local government management, but alternate career paths will be considered.  You have eligibility for membership as an Applied Science Technologist (A.Sc.T.) and a Valid Class 5 Drivers license. EOCP and/or SWANA would be an asset. You have a background in construction, civil and/or building projects as well as water and wastewater collection and treatment construction and/or maintenance of, and awareness of EOCP accreditation. You understand contract law and project management as well as estimating. You have familiarity or work experience with landfill operations and maintenance as well as confined space entry and hazardous workplace assessments.
